Changelog
Each release should include signed tags, platform artifact hashes, security-impact notes, migrations, and compatibility changes. Installers are considered untrusted until verified against the published manifest.

Release integrity
The release notes should publish SHA-256 values for every downloadable artifact and identify the signed source tag that produced them.
